You can create a new Apple ID to access the Brazilian App Store from any country following these steps:

1. Go to https://appleid.apple.com/br/en/
2. Click on "Create your Apple ID".
3. Enter all requested informations using a different email address than the one you actually use for your Apple ID. Make sure the Country/Region selected is Brazil. You can inform your phone number even it is not one from Brazil.
4. Confirm your email address with the code received on this email.
5. Confirm your phone number with the code received on your phone.

3. Tap Media & Purchases, choose Sign Out and confirm by tapping the Sign Out button in the dialog box.
4. Tap Media & Purchases
5. If you get a dialog box asking to use one of your other Apple IDs tap Not <your name>?
6. In the Apple ID Sign in dialog box, enter the Email of the Brazilian Apple ID, then tap Next.
7. Enter the Brazilian Apple ID Password, then tap Next.
8. Follow the onscreen steps to agree to the Terms and Conditions and update your Apple ID. If it does not ask you to agree to the Terms and Conditions at this step, open the App Store and download an app, it will then ask you to agree to the Terms and Conditions.
9. You will be asked for a payment method, you can just choose NONE and enter any valid address from Brazil and any phone number from Brazil.

3. Sign In with the new Brazilian Apple ID you created.

5. You will be asked for a payment method, you can just choose NONE and enter any valid address from Brazil and any Brazil phone number.

Once your Brazilian Apple ID have been activated for the Brazil App Store, you can switch between the two accounts on your Apple TV or on your iPad/iPhone to be able to access both your current country App Store and the Brazil App Store.
